He might be right, actually. Compared to the truck, the plate looks a bit odd. Something in the lighting doesn't match.

And then there's this. In the movie, this Peterbilt is supposed to be a police vehicle. It's painted in the white/blue livery of the japanese riot police, like this bus : /vehicle_509187.html

And the plate reflects that : it's truck-sized, but with dark green text on a white background, and a 800 class number specific to public service trucks and buses.

But, as previous commenters said, this is just "made for movie". In reality, the Tokyo riot police prefers smaller, more practical vehicles.

This Peterbilt was probably a commercial truck repainted for the film. And in Japan, commercial vehicles have different plates : white text on a dark green background, with a 100 class number. My guess is, the Pete kept is original plate during the shooting, and only afterwards did someone note the plate problem. And someone in the production crew was such a stickler for realism that the had a correct plate done in CGI.
