robi DEPlease set year to 1939, since the Ausf.D was only built in 1939/1940 (248 units). Also, change class to military armored vehicle, and remove the 'location on picture' box, the truck in the background is most likely too small to identify correctly.

Could be any version (Ausf. A, B, C, D, E, F1) between 1937 and 1942, when the Panzer IV got a larger canon for Ausf. F2. Experts most likely will narrow it down.

This is indeed a Roadmaster, as 38buicks already said. The difference is the C-pillar, and zooming in reveals that is actually sloped (they were straight on Specials).

The Buick has apparently no licence plate, and the occupants are wearing blue air force uniforms, probably members of Göring's staff. The car might have been taken away from the rightful owner shortly before, since the French plate had been removed and no German military plate was attached to it yet.

The command flag indicates that this BMW was used by a commanding officer of an army group, most probably by the man in the foreground, with the red uniform collar. The plane in the background is a Junkers Ju 52/3m.
