Yes but the license plate position is that of the 1989-1991 models. 1983-1988 would have the license plate right next to the lower hinge. Note how we cannot see it from here.

It does. Plus, something like this has to be a 3/4 ton model. So it's a K-20 if it's a Chevrolet and a K-2500 if it's a GMC.
