Lateef NO1991-93 to be more specific with this front bumper - likely 1992-93 as it seems to have black doorhandles. I'm also not sure about the "built in Austria"-part, at least not for all of them. I've looked up the VINs of several Voyagers for sale and they're all US-made.

However, as this was filmed in Austria, it probably was assembled there indeed.

truckface wrote No, it is the famous "walking Excavator". Like our Brøyt, the Menzi Muck just dragged itself around by the svovel. The undercarriage could be elevated one wheel at the time, so the excavator could operate in rough terrain. It only has two wheels and two feets, so it can not be driven like an ordinary excavator.
