There are three identifiers in this photo: 1) the wheel covers; 2) the antenna on the right front fender rather than the left front fender; and 3) the design of the deluxe luggage rack, which tapers in the front rather than jutting beyond the front stanchion. All of this indicates 1970, not 1969.
