 I have the feeling this scene wasn't shot in Belgium. The cars all wear (fake) belgian plates, and the street is fairly anonymous, but the architectural style of the building seems more central european than Low Countries.

And some parked cars wear a german-style "Green sticker" on their windscreen, as seen here : /vehicle_947509-Skoda-Fabia-Typ-6Y.html

 I've found the location of this scene : it's Wuppertal, in Germany. Precisely the Neue Nordstrasse and Neue Friedrichstrasse, with a lot of digital trickery to give the impression it's a single belgian street.
