 The caption says the scene takes place in Malta in 1987, and it probably was filmed in Malta, since there's also a Maltese bus and plenty of vehicles with current Maltese number plates but with the blue EU flag strip covered.

Looking closr, I think this is a US-size Maltese plate with the blue strip covered up, like the others.
