It is the same car right?

It is Polish made "West German" Fiat, 1985 or 1986+. The plates are most possibly fake (but better than on the left car).
It is modified in unusual way, has optional taillamps with reverse lights, which were the most common in 126/126ps in the years ca 1980-84. In 1985+ cars they were generally not to meet, as there was already standard reverse light placed in rear bumper - here instead of it we have 2 fog lamps.

Rather not, judging by the statements of hobbysts from East Germany and what was written in Polish 126p "monograph". DDR wanted to import them, but finally it didn't happen.
I wrote "rather" because I saw 126ps on quite a few old East Berlin postcards, but perhaps those were "our people". ;)
