According to http://www.simca-fiat.info/simca-fiat/Balilla/balilla.html the car was never sold under the name of "Balilla" in France, even before the setting of SIMCA. First sold as Fiat 508, then as Fiat 6CV. 2. What makes you think that the scene shown is set in France? Two of the "sketches" of this movie were made in Italy, I wouldn't be surprise (without checking, cause I don't have it) that this excerpt comes from one of the two.
