found more info about this machines, they were build during WW2 in 1942 a few hundrets in Alsacia and are based on captured Renault R40 , notice same track chassie

finally found the exact history

Quote History
This snow thrower was, according to the label, produced by the German company Erich Shad & Co, for the German exclusive distributor, the company Schmidt, in 1943. Schmidt had a license to produce this Swiss product. Schmidt received such large orders from the German state that he could not manage the entire production in his own factory, therefore many machines were produced at other factories. The marking on the machine shows that the company Erich Schad & Co. produced this machine at the Laffly truck factory in occupied France.


Quote The RACO-PETER snow blower patent is the basis for this machine, although it is quite different from the original "Peter" blowers that were produced in Switzerland and Germany.

General about Peter millers: The designer of the milling type was Konrad Peter from Switzerland, hence the name "Peter mill". The patent is called RACO-PETER. 4 main types were made:

BER belt walking with 2 pcs. gasoline engines,

DER- belt walking with 1 pc. diesel engine,

BEP wheel drive with 2 pcs. gasoline engines,

DEP wheel drive with 1 pc. diesel engine.

All types have stepless electric propulsion.

These main types mentioned above were used as names for both "Peter" and "Laffly" cutters. The Laffly products have a more powerful belt chassis "tank chassis".
