 its a motorbike with a fibre-glass-made cladding.

A very specific cladding, always been a rarity- Somewher I read something about it ... but where? :think:

 Posted a few more pics of bike in movie comments , British Police used similar fairings on BSA 's but I believe they stopped because they could become unstable at high speed.

 today "sailing effects" are avoided by closing sides of fairing.
