If it's a UK car the convertible was 1303 S from Oct 72 to Oct 74, only available as special order. But colour scheme and whitewalls smell more like a US import - does wiper position mean LHD??

That got me puzzled for a while, as I could not find any documentation. But an imported car would also explain the bumpers. Embassy or military vehicle perhaps?

Rather the most simple way: just imported as a classic car. Always when the US-$ stands low, the amount of imported classics increases. The re-import of cars, whose selling-value is higher in Europe than in America continues anyways.
VW Convertibles aren't the most extreme example, but there are several models over here, whose major amount is based on US-re-imports. So today there are so many Porsche 356 running in Germany as never before. Similar it's with Jaguar E-Type, Austin Healey, several other Porsches and classic Benzes, also VW Karmann Ghia and even Opel GT.

Very probable they are removed due British or EU regulations. The bumpers are definitely US-spec - and they aren't very easily changeable. If it would be, many more European owners of re-imported US-spec classic cars would have thrown them in the garbage and have replaced them with the authentic parts, which doesn't destroy design and shape of the cars :p

Sealed beams would also have been replaced

Yes. The are the thicker and extended US-bumpers, even with the overriders, which only fit on this 1974+ US-bumpers. Also the plastic cap on the bumper-edges is visible

Could also be a tourist delivery where you could pick up your new car in several major cities around Europe. At the end of the holiday it could be resold or brought back home.
