 Rather Star 66/660 than Jelcz, since no Jelcz body on it.

 Yes, looks like "w" versions with bed placed (wyżej) higher.

EDIT: Looking at it closer, I think I see there indicators next to headlamps, such indicators were used since around 1969/1970, since 1968 the model was already 660 M2 - "660/w M2" in this particular case.
Of course also older truck could be modernized with later parts (or even whole cabine).
