Possible, as the architecture looks the "Stalins Zuckerbäcker-Stil" (= Stalin's sugar-baker-style), as we say in German. But I'm unsure, because the buildings in the Stalinallee (nowadays Karl-Marx-Allee and Frankfurter Allee) are nearly all apartmant-houses, and this looks more official-representative. And the boardwalk seems to narrow for that avenue. And this was the only location outside the USSR, where this architecture appears, as for example in Weasel1984-town: https://en.wikipedia.org/wiki/Palace_of_Culture_and_Science But as the new Homeland-episodes were filmed in Berlin, it's possible, that this scene is from somewhere around there.
