My guess would be a Mexico - Twin Cams were obsolete by 74 and the RS 1600 could not be homologated for the 1974 onwards regulations ("Group 1½"). The alternative is that it might be a 1300cc class Escort Sport with the flared arches, but not a GT which had normal body.
