Ford_Guy ◊ 2014-01-02 21:36	It's an EVOC (Emergency Vehicle Operations Center) training car. Many agencies that run these paint the steel wheels white on dedicated EVOC cars. It's also standard operational procedure to remove all wheel covers and center caps from the wheels.
