Richard Parrott is a Norfolk farmer with a passion for traction engines, and runs the Weeting Steam rally on his own land. The name plate here does not seem to be an engine name, but that it comes from the Richars Parrott Collection which has several Burrells (unknown if other makes as well, but Burrells were local build in Thetford, Norfolk, so may be Burrells only??). http://www.flickr.com/photos/steeveegee/196367853/ (caption info rather than the exact engine for ID), http://tractors.wikia.com/wiki/Charles_Burrell_and_Sons (para at bottom of page).
