 1999. SV was no longer available in 2000. The only Lamborghini models available after 1999 with RWD were Diablo GT and GTR.

 It`s not easy to tell from this picture, but it looks to have Affolter rear wing and wheels in body colour. And the registration plates are from Switzerland, so it can be this car: http://www.lamborghiniregistry.com/Diablo/DiabloSV/XLA12223.html
SE 35 was a special limited edition build by swiss Lamborghini importer Roland Affolter for 35th Anniversary of Lamborghini.
