Most EU countries require vehicles be equiped with at least 1 rear fog lamp if not 2. To comply Ford used the Mountaineer rear bumper as it already had cutouts that would work to fit the lamps. I have seen Euro export Explorers in Switzerland and Spain which looked just like this one.
