The grille looks like a 1979 and it has a lower rocker panel so it must be a Sedan Deville. I doubt it's a commercial chassis car, nor a factory made limo... |

Startwagen (Mobile Starting Gate), like they are being operated at hippodromes during harness racing starts. Thanks to S 415 GT for the hint! .gif ":)") This one was probably used at Trabrennbahn Hamburg-Bahrenfeld. Normally, these are one-off conversions, sometimes built by small companies.
