Correct. Looking at the older Ford brochures these were packages not trim levels. Usually denoted by two numbers and a letter like '18A' and this comes with certain things cargo/commercials vans received on trim levels. Examples would be chrome bumpers/chrome grille/sealed headlamps/special towing mirrors ect...

I believe you both know this now I am just updating it for anyone that may come here in the future.
