Yes, Star 660 (1970+ A660 M2 chassis), but exactly it's a Jelcz 574 Z :D with N-117 body (official name of the "mobile workshop" version).

Edit: 1970 was first year of export to SU, but somehow strange the reg. plate is. Looks like partly covered Polish one. Maybe Polish army truck seen during some Warsaw Pact "gymnastics" in the USSR (if it is possible)...

Military trucks did not have letters on the end of the plates, if I remember correct.
