I said ex-Finnish police (car) It's common for people - police departments even - to sell their cars to Russia, Africa or the Middle East.

75 Ford Crown Victorias are being specially fitted out for export to Russia.
Cops in Moscow, capital of a once mighty state, are turning to American police cruisers to combat crime. A batch of 75 new Ford Crown Victorias destined for the Moscow police department are being fitted with flashing lights and sirens before they leave for Russia, said August LoBue, a vice president at Foreign Auto Preparation Service, which is preparing the cars for shipment. "This is going to be a real treat for them", LoBue said yesterday. "The size of the vehicle, the power of the vehicle, even the look of the vehicle are a complete 180-degree turn for them." The Fords will be nearly identical to the patrol cars used by many American police departments. Not only do they have huge 4.6-liter, V-8 engines, the vehicles are outfitted with features not usually seen in Russia: power windows, power steering and even air conditioning for the occasional Moscow scorcher. The bigger American vehicles will make it easier for Russian police to chase down the bie foreign cars that have become a common sight since the fall of the Soviet Union two years ago. "It's very difficult if you're in Lada, to catch a Lincoln Continental", said Sal Vergopia, president and owner of Westwood Lincoln Mercury, which is supplying the cars. The current mainstay of the Moscow police is the small, four-cylinder Lada, made in Russia under license from Italy's Fiat. The new Fords were bought as part of a U.S. aid package signed earlier this year by President Clinton. "It's the first contract of its kind between the U.S. and the Commonwealth of Independent States", Vergopia said. Westwood beat out 42 other bidders from seven countries to get the contract, Vergopia said. Moscow police first tested a variety of other vehicles made by companies such as Mercedes-Benz and Volvo, he said. An initial 50 Fords have already been sent to Moscow, and Westwood hopes to deliver 300 more on top of the 75 currently being fitted. Maintenance and repair for the patrol cars will be done at European subsidiary of Ford which operates five Moscow facilities, Vergopia said. Apart from the police cars, Westwood does a thriving business selling bulletproof vans and limousines across Russia, from St. Petersburg in the north to Odessa in the south and as far east as Siberia, Vergopia said.

Well, it was after about two years after the collapse of the Soviet Union... so few people while well versed in this.

There actually was a competition in 1993, for a new car for the Moscow PD. Except Ford Crown Victoria, there was also a lot of other cars.
It is noteworthy that the Caprice and Crown Victoria were deemed least suitable. Ironically, despite this, it was decided to purchase exactly a Crown Vics.

i don't know if it is because i'm used to Crown Vic, Caprice , Impala and Charger but... i just can't imagine a 1990-1994 Lumina as a police car... :lol:

There actually was a official police package for the Lumina from 1991-1994 (supposedly 1992-1993 only)

As I said, this is a typical St. Petersburg 90s police cars painting.
Ex-Finnish there were only some of Volvo in the early 90's, and they usually had a black roof.
