It's not an M3. It's either a 316i or 318i.

The M3 E36 4-door Saloon has existed, but it is strange that it was set up for competition.

Agree this is not M3 - spoiler and sills are normal, not M-style. Why not a 320i, as raced extensively in BTCC, ETCC, and WTCC??

Correct, it's a 318i in supertouring spec. The FIA originally allowed spoilers and wings if the road car was equipped with them, so a 318is sedan kitted like an M3 appeared as a limited edition in 1994. Same went for the race cars starting from mid-season, but the type of the car didn't change. In Japan, it remained 318i.

The year should be 1993, when BMW Motorsport started to build FIA supertouring-spec sedans, not 1992.
