This Car was used at the start of the film, it transports M (The Head of MI6), James Bond, Charles Robinson (Bond's 2nd Man) and Miss Moneypenny and a driver (who is unseen in the car. They are taken by police escort from The Ministry Of Defence Buildng back to the MI6 Building in London.

I'm not sure if these big old Daimlers are really used for government transport anymore.

These are mainly used as rentable Limos these days. (wedding, funerals, etc)

Yes, they are very popular in banger racing, sadly also the hearses. They make a great show, but are utter rubbish for racing really.
It is hard to believe how rotten most of them are.

The City of Westminster Police would make more sense for escort duty from the Ministry Of Defence than using the City of London, "the square mile", which is the financial district.

The location is outside the Bank of England in the City of London (see thumbnails), which of course is completely wrong for a journey between the Ministry of Defence, in Westminster, and MI6, in Vauxhall.

Since this was filmed in the City of London, I'm inclined to think that the motorbikes are from the City of London Police. Perhaps the City police were more film-friendly than the Met.
