 It's 1990+ PMZ STG-03M based on GAZ-3307 chassis.
M - means 'Militia' cause used as prison truck.
Model origin - USSR.
I didn't find Prison Truck photo, but... I found Criminal-Laboratory version photo:

Bodies looks similar.
