Specific plate used by U.S. military officers in Italy (A.F.I. means AMERICAN FORCES in ITALY) and eliminated in the early 90's for obvious security reasons. They were on the cars who those officers brought from home or bought in Italy.
I has a nice trip in a '61 Chevrolet in the late 60's with such a plate.

Even though most sych cars has US specifications, some didn't as apparently this one. Remember that more than 95% of the Beetles sold in Italy untill 1966 had thos US type bumpers offered as an original option in Italy.
