The headlights are both one-piece glass lenses, which only Celsiors had. The Lexus LS400 had two-piece glass lenses [one for the headlamp, and one for the fog lamp].

I just watched an amazing Celsior/LS 400 video where an American imported a Celsior and has it next to LS 400. https://www.youtube.com/watch?v=xDn35ytL5rg So default at 1989 then since it debuted earlier in Japan?

Indeed, this should be a Celsior. The headlights are both one-piece glass lenses, which only Celsiors had. The Lexus LS400 had two-piece glass lenses [one for the headlamp, and one for the fog lamp].
