As it's owned (maybe a faked sign on the door, but anyways) by an authority, but not the Bundeswehr, it's the real rare civil version (to identify by the chromated mirrors, indicator-houses and door-handles (the back one, without keys, are unique there and extremely hard to find). The "Kampfmittelräumdienst" is (probably) something specific German. Still today they are busy with locating and defusing unexploded shells, which are stuck in the ground. Even 66 years after the end of the World War II, thousands of them are existing. Rarely they have to dig out remains of the WWI. And a very few times they have to do theit job, when a weapon-fanatic was pinched, who had filled up his house of bran with tons of explosive goods.
