However lack of the extra rolls at the top and those holes with connection to the water hose (or something like that) make me think about older, 1966 Jelcz 028, based on same chassis and with the same type of body (despite mentioned differences). At least such differences you can catch if you compare pics in book of W. Połomski.

These 003 were based on Star A-26 P chassis and had body N-762. At least such differences you can catch if you compare pics in book of W. Połomski.
