 Spain-Italy coproduction - I don't think there would be a Soviet bike in either of those...maybe it's a BMW? Both were German allies after all.

Might also be a wartime bike from either. The Italian Army used Guzzi Alces as far as I know, but the Spaniards? Most photos seem to be from the Spanish Civil War.
