The Honolulu Police Department allowed the Marauder to be used as a subsidized/personal police vehicle(Part of a program that allowed officers to purchase and use certain approved vehicles for police patrols after a certain time on the job. Cheaper way to keep fleet vehicle costs down) at the time of this episode. In Hawaii it's rare to see Marauder's and majority of those who owned Marauders were police officers. Here's a photo I found of another "real" subsidized Honolulu Police Department Marauder. Both Marauders had Whelen strobe blue light bars. Here's two pictures taken of the light bar from the Honolulu Police Museum.
