I've thought, that LAPD had Dodges.

Correct year range should be 1977-1978.
The LAPD was a Plymouth user, no Dodges. But it's a moot point here as this is not a real LAPD vehicle.

How can you differentate '77 from '78?

You can't reference fictional productions to tell you what a real police department used. And to be clear, the LAPD used Plymouths, not Dodges.

Those are all TV series. An authentic LAPD car would be the Plymouth Fury but it would not have the pillar mounted spotlight, nor the Aerodynic Lightbar (the Aerodynic was introduced in 1979), but the older style can lamp assembly used on older units. TV shows and films can only try to get as close to reality in depicting a police department by doing their research and putting it into the film (e. Heat, The Chicago Code, the Fugitive, and several other films)
