Rear doors are strange, though. Usually they are hinged at the C-column.

 Silly me, not a Rover but a Wolseley Series II, possibly a 14/56 (1936).

 Grill/Badge doesn't look like Rover. Windscreen is completely different shape to Rover 12. Looks something like Morris 10/4.

But you could be right that it is a Morris and not a Wolseley. I tend to forget that they shared the same body shell.

Even though unusual for the Police force to use a Morris, I think that is the better choice.

 This is the 1936 morris 18 from enigma,foyles war, poirot, the mummy returns,and the end of the affair, also shown is the wolseley 14.the wolseley car appears to be black, but is actually blue up to the waist line
