I say ARNA-bodied Merceds-Benz OH1627 or similar. ARNA was a Norwegian bodybuilder later incorprated in now closed Vest production.

It's the old question again: which counts, the chassis or the body?

Maybe annother question would be, where the specific vehicle was made, in a local plant of the brand or from a different coachbuilder-company :??: Vehicles from local plants we usually list as orign from that country (like the many Argentinian or Brazilian buses and trucks), vehicles, assembled by local coachbuilders, were listed like the origin of the base-vehicle (like the "Luton"-bodied truck in the UK, the ambulances, campers, etc.)

I'd say that if the whole body is from somewhere else it counts as the new origin, unlike vehicles where only the cargo-part is specific to another coachbuilder for example.

A couple of passing comments:

Luton is a body style, not a reference to origin. It was invented in Luton in the 1930s for a Bedford used by a hat transporting firm - see http://en.wikipedia.org/wiki/Luton_body - but it is historical and not related to who built it or where.

Also just to ask - are there 2 separate buses in the picture or one huge bendibus?

@dsl: I know, so I've apostrophed the "Luton" - but it's indeed a typical British style, built there and not often to see in other countries.

If you look closer to the European trucks, especially the smaller ones and all vehicles with a specific bodywork, you see a lot of differences. For example the special Italian truck-wheels, the different back bars and frame of Dutch trucks etc.pp

This is SR25262 Mercedes Benz O405 Arna 1988 it has an 100% German built chassis and then it has always been german allthoug coachwork is made by Arna in Norway. In all statistics made on vehicles in Norway this is listed as a German vehicle.
