It's specifically a 2004 model due to the steering wheel. And it's clearly a Commercial Taxi Package LWB (Long wheel-base) model. The spotlight was probably added as aftermarket items to give it more of a police appearance. Thanks for the interior shot owlman!

Hmm... I saw one of your other posts, ford_guy, about 2004 being the only one with with that blue Ford oval on the wheel, but when I look up interior shots on Google images, I see 2001-2004 all having a similar looking wheel. What am I missing?

Yes, you're right. But actually, my comment was because I initially thought that 2003 models had been the only ones to have buttons on the steering wheel, but after some research, I found out that 2004 models also had them. It seems like they were optional. So this would be a 2003-2004 model.

Its a 2003. They only used those steelies in 03, because they cracked and leaked air. They issued a TSB on it. In 04 the design changed to fix the problem.
