Bay City is a fake city name taking the place of L.A. in Starksky and Hutch. Perhaps other L.A. based cop shows.

In "The Rockford Files," Bay City is a fictional city near Los Angeles like Pasadena or Burbank. Bay City was also used as a fictional location in Ep. 1.04, "Exit Prentiss Carr." The Bay City Boys Club shown in the episode is actually the Burbank YMCA.

In this image, you can see the Eckerman - Heisman Funeral Service, located at 333 East Magnolia Boulevard in Burbank. It's still there, and you can see it on Google Street View. The YMCA has been there since 1945 at 321 East Magnolia Boulevard, however the building has changed a bit since the 1970s.

When I think of the name "Bay City" I think of three things; 1)Michigan. 2)A fake name for any city in the San Francisco Bay area, including San Francisco itself. 3)A short-lived soap opera from the 1970's.
