yes :) 'a carriage with seats' I think according to Oxford English Dictionary (in English, either 'charabanc' or 'char-à-banc') - a motor coach.

any significance to the horseshoe mounted on the grille?

I don't know of any motoring related significance apart from the horseshoe's general association with 'good luck' (it had to be upright with the top open otherwise the luck would run-out).

Probably very necessary in the 1920s and 1930s when accidents were common on British roads. Despite there being few vehicles, driving standards were very low and driving laws were few and poorly enforced.
