The Birmingham - Jefferson County Transit Authority currently has streetcar buses doing the "Downtown Area Runabout Transit." http://www.bjcta.org/dart/dart_history.cfm It appears they use CNG Optima American Heritage Streetcar (AH-28) buses. http://www.optimabus.com/streetcar.php I have no idea if they has this in the early 1980s.
