VD would mean a 1939 only dual rear wheel model with a 158"/4.03 m wheelbase. If this bus has indeed what seems to be the 1939 only horizontal hood end trim and lacks the 1940 small park lamps on the fenders, the 158" wheelbase is not obvious.
