 Italian plates, so rather a Fiat than a Seat. And it's a sedan, not a hatchback ;)

 Yes, these seme fake Italian plates and - as it's said about the 600 - I agree it looks like a Seat badge. As Gag says, it's more probably a 1972+ Seat 127.
