I can see nothing wrong here. The Chevy is left hand drive and UK registered. (Looks like a 'H' so 1969, it was possible at the time to re-register cars with a later year identifier, but no longer.) The Mall in front of Buckingham palace is sometimes closed to traffic but generally not. Mixing horses and traffic during ceremonial events regularly takes place although frequently the police will now temporarily stop the traffic because there is more of it. The van, taxi and motorbike have been stopped, again probably by a policeman. If its the fact that the (slower) horses are on the 'wrong' side of the road it means they are turning right at the Victoria Memorial roundabout.
