 Due to the disturbingly edged roofline I'm pretty sure this is a Simpson & Slater bodywork.

Simpson & Slater Ltd. of Nottingham bodied several Clouds and Phantoms over the years in different versions and I know of at least two existing cars built in the style we can see here (high roofline and standard windshield). One of them was offered via ebay a few weeks ago.
