Probably you are right. A friend of mine had a California in the 80s. and that bike was very similar like the bike showed. But the gasoline tank of this /vehicle.php?id=201568. is different to the showed in the pic. This is more (as California Guzzi)"stylized". Looking for Guzzi from 78 to 81 and paying attention to the metallic sides defenses, can be a 1978 Moto Guzzi V1000 G5 http://www.motorbike-search-engine.co.uk/classic_bikes/v1000-g5.jpg ; or a 1979 Moto Guzzi T3 California http://www.motorbike-search-engine.co.uk/classic_bikes/MOTO_GUZZI_T3_CALIFORNIA.jpg or, finally, a 1981 Moto Guzzi California Mk2 http://www.motorbike-search-engine.co.uk/classic_bikes/moto-guzzi-california-2.jpg

These are late model Moto Guzzi 850 T3 California, you can reconise them by the plastic paniers. The early models had glass fibre reinforced polyester ones. The 850 T3 California was build from 1976 till 1980, so it is very well posible to appear in a 1981 film.

Very faked police-bikes. The German police never had Moto Guzzi.
