No, only the first 17 positions are valid. The last 4 are junk digits that the prop department must have added when they made the document. The VIN indicates a 2004 Navigator, but the model year listed on the form is 2008. A search of the VIN 5LMFU28R04LJ23498 indicate that it is silver and was recently for sale at a car dealership in Stockton, CA.
