New Mexico would be "Land of Enchantment."
The van is for SBC Southwestern Bell (later would be name for combined company Southwestern Bell + BellSouth + Pacific Telesis + Ameritech + SNET).

The state name is at the bottom, clearly two words: NJ, perhaps, and the motto above is long enough ("The Garden State") to be correct. Let me find an image on an ALPCA site.

Since it's a notchback sedan it has to be a 1980 model, the 1978-79 Cutlass's were the aerostyled sedan's which did not fare well at all.
