I think you're right that the hood scoop, at least, is a trademark of Vignale (I'm not entirely sure if Michelotti himself is responsible for these hood scoops, but a lot of Vignale models from this period tend to have similar ones). It's also quite similar to Maserati 3500 Spyder (also by Vignale), but not quite.

There was another Vignale's Maserati 3500 Spyder Special with this much more similar sharp/pointy hood scoop, however the position of the wipers is not right..

i have noticed that on Maserati the wipers are always in this position, but it may be possible to park them in the opposite direction?
BTW the frontal look has been further developed into the Mistral.

1960 Maserati 3500 GT Spyder Vignale

The only explanation for the unusual hood scoop design with "fins" at the edges is that either, as suggested by s13a, this is the one-off special body* or it's another 3500 Spyder with standard body but with this particular scoop detail. I've watched this scene and unfortunately we can't see anything more, this is the best we get. I would say after 1960 as this was the year the 1-off with this detail was finished. The following piece is about the 1-off 101.504C which is not necessarily our car -until proven.

If it's 101.504C, the wipers have been changed. Which may be understandable as those seen on our picture look pathetically useless, but the coachbuild.com picture has very different format which sits the other way round.

I know, it doesn't have to be the 504 car, still it seems this scoop design was something that was done more than once (probably in some early cars as well as on the '57 BMW 507 Vignale -as mentioned)

edit: if it's not a 3500 I don't think it's another Maserati, maybe something else Vignale..
