The Vjatka may be distinguished from the Vespa most readily by the somewhat "shallower" side panel, larger front fender, mud flap on the front fender, as well as rear rack. Very rare photo, actually! Correction - This is actually not a Vespa.

The scooter is a Vjatka, a Soviet copy of the Vespa (closest to the VL1 GS150).
The Vjatka may be distinguished from the Vespa most readily by the somewhat "shallower" side panel, larger front fender, mud flap on the front fender, as well as rear rack. Very rare photo, actually!
