Probably GM politics - Europe was carved up between Vauxhall and Opel, so would have resisted intruders from other parts of the GM empire. Most 60s Vauxhalls/Opels/Holdens were fairly similar ranges under the bodywork so did not offer anything particularly different from each other. A few years ago there was a fascinating website about Holden export territories with a surprisingly long list of strange places where they ended up, including a few LHD territories, but it vanished some time back.
