Does the side marker mean that this car originally was sold in the USA?

The back side marker is missing and the US-version had other front lamps (o.k., they have to be changed in Europe).

I've heard this term from a Dutch friend for the aftersales-market chrome at the wheel-arches.

The German translation would be "Zigeuner-Chrom" - but it's against the political correctness today to use that word "Zigeuner" for gipsys. No joke, a new term was created for them: MEM's (= mobile ethnic minority). But except some left-alternative softie-politicans noone uses that word.
I'm working in an insurance company, we have other, much ruder and rougher words (naturally only for internal use)for gipsys, other minorities and immigrants. And we have our reasons for that.
